Earlier this year, Ms. Quan rehired some officers and obtained a federal grant to hire 25 more. But as police staffing levels begin to drop to unprecedented lows, some inside City Hall say she has told them she fears that Mr. Batts’s resignation will hinder voters from passing her primary solution to the problem, a tax to pay for more officers. Like the city’s costly legal battle over an antigang initiative, the tax is likely to inspire anger over the misuse of city resources.
